NOTE: This is a reproduction of a flyer that I found fastened to
my doorknob with a rubber band, along with a grocery ad, three
offers to cut the lawn, two to put on a new roof and five pizza
delivery ads. It's the first I've heard of the CCCC, and to tell
the truth, I'm not really sure where they are coming from. The
title seems a deliberate reference to the Plan de Ayala, the
document drafted by Emiliano Zapata and his compa¤eros; the
style is clearly imitative of the famous dispatches of
Subcommandante Marcos from "the jungles of southeast Mexico";
and, if I'm not mistaken, a lot of the text comes from the
Universal Declaration of Human Rights adopted by the United
Nations General Assembly in 1948. We will all look forward to
seeing how the revolution develops in Carson. --pr

We call on revolutionaries everywhere to reject the concept of
the nation state. People of Earth is our nation; Everything for
Everyone is our cry.
No one shall be held in slavery or servitude; slavery and the
slave trade shall be prohibited in all their forms.
No one shall be subjected to torture or to cruel, inhuman or
degrading treatment or punishment.
Everyone has the right to recognition everywhere as a person
before the law.
No one shall be subjected to arbitrary arrest, detention or
exile.
Everyone has the right to freedom of movement and residence
within the borders of each State. Everyone has the right to
leave any country, including his own, and to return to his
country. Everyone has the right to seek and to enjoy in other
countries asylum from persecution.
Everyone, as a member of society, has the right to social
security and is entitled to realization, through national effort
and international cooperation and in accordance with the
organization and resources of each State, of the economic,
social and cultural rights indispensable for his dignity and the
free development of his personality.
Everyone has the right to work, to free choice of employment, to
just and favorable conditions of work and to protection against
unemployment. Everyone, without any discrimination, has the
right to equal pay for equal work. Everyone has the right to
just and favorable remuneration ensuring for himself and his
family an existence worthy of human dignity, and supplemented,
if necessary, by other means of social protection. Everyone has
the right to form and to join trade unions for the protection of
his interests. Everyone has the right to rest and leisure,
including reasonable limitation of working hours and periodic
holidays with pay. Everyone has the right to a standard of
living adequate for the health and well-being of himself and of
his family, including food, clothing, housing and medical care
and necessary social services, and the right to security in the
event of unemployment, sickness, disability, widowhood, old age
and other lack of livelihood in circumstances beyond his control.
Everyone has the right to freely participate in the cultural
life of the community, to enjoy the arts and to share in
scientific advancement and its benefits.
The War on Drugs is the Vietnam of the 90s, an endless drain of
resources and money that fails to obtain any positive result,
but promotes corruption everywhere. End it now.

The following plan provisions are demanded by Bolsa de Pulgas,
official cat of the CCCC. They are not endorsed by the full
committee since many of us feel that although they represent
laudable ideals, they go too far.
1. NO SHORT GRASS! Not only are closely cropped lawns an
ecological disaster, they also deprive cats and other indigenous
animals of lurking habitat. We consider the preponderance of
closely cropped lawns an example of cultural genocide. LET IT
GROW!
2. DOORS ALWAYS OPEN! Just as the committee at large demands
open international borders that recognize the personal right of
free travel, we demand that all doors be left ajar to allow cats
free passage. NO CFZs (cat free zones)!
3. FOOD ON DEMAND! No human shall ignore a cat's request for
food. If said cat is bored with the food offered, fresh cans
will be opened until a satisfactory flavor is presented. You
guys said it above: EVERYTHING FOR EVERYONE (that includes us)!
